right now an internal investigation, prince georges county police officers could be facing criminal charges after new video shows them beat agunarmed college student. happy ending. an 11-year-old autistic girl is found alive, she's been missing since friday. and rain is headed in our direction, but it should not stick around too long. "news4midday" begins right now. good morning, everyone. welcome to fuss 4 midday. i'm bauer blair son. it's tuesday, april 13th, 2010. it is the second and final day of president obama's nuclear security summit at washington convention center. today leaders from 47 nations are participating in formal meetings about nuclear weapons.

the goal is to come up with a plan to lock away and cleanse the world of nuclear materials worldwide in four years. >> two decades after the end of the cold war, we tas a cruel irony of history. the risk of a nuclear confrontation between nations has gone down. but the risk of nuclear attack has gone up. nuclear materials that could, in short, it is increasingly clear that the danger of nuclear terrorism is one of the greatest threats to global security. >> president obama also announced that south korea's president has agreed to host the next nuclear conference in two years. well, and until the summit ends, it's still going to be difficult to get around the district. many streets will remain closed until 8:00 tonight. despite major road closures, traffic was relatively mild today. however, there was one tragic

incident involving a national guard vehicle and i cyclist. that cyclist has been identified. megan mcgrath joins with us more on that. >> well, yesterday began without a lot of fanfare. everything was going very, very smoothly in terms of traffic and all of the road closures in the area and then as things were winding down last night just after 6:00, there was a terrible accident involving a woman on a bicycle and a truck that was owned by the d.c. national guard, that truck providing security for the summit here. they have just identified the woman who was riding that bicycle who was killed in that accident. she is 68-year-old constance holden. she is a portrait artist and a skin science journalist and wrote for science magazine and reportedly just left work yesterday evening when she was involved in this accident, struck by that d.c. national guard truck at 12th and

new york avenues. she was died on the scene. now, there is still a very large police presence here around the convention center today. there are a lot of different traffic patterns because of all of the road closures. but really so far so good today. we've had no major problems. >> the nuclear summit day two. widespread road closures still in place, but drivers continue to heed the warnings. although a little heavier than monday, traffic is still lighter than usual. >> it was actually a straight shot. we came from baltimore. so. >> better than usual? >> actually, it was. >> well, it's not too bad coming down. >> it was not bad at all actually. actually less than normal. so pretty good. >> this is the final day of the summit. but with so many dignitaries in town, it will take awhile for things to get back to normal.

many road closures won't be lifted until 8:00 tonight. that means bus routes continue to be detoured. not good news for barbara flint. >> i need a bus but you see all of these buss? i don't know where they stop. so i'll have to walk all the way down to eighth street to try to get a bus. >> vip motorcades may still cause some rolling closures and traffic delays tonight. and the mt. vernon metro station will not reopen till 5:00 a.m. wednesday. folks should expect to see work crews around the convention center for another day or two as the metal sensing used to create the secure zone is pulled down and hauled away. and today, of course, is the final day of the summit. so the hope is that thing will get back to normal without any further incident. again, they have identified the woman who was killed in that accident yesterday evening at 12th and new york avenues, identified as 68-year-old

constance holden, a writer, a science writer, science journalist and a portrait artist from washington, d.c. back to you, barbara. >> thank you, megan. today first lady michelle obama will travel south of the border to mexico. this is her first official solo trip. her journey will be without the president and without her children. she'll be the guest of the first lady of mexico, margarita sa fa la at the presidential residence in mexico city. she will speak to young people from primary school students through recent college graduates encouraging them to become active in communities and to take responsibility for tear own futures. five people were taken to the hospital after this the seven-vehicle crash on northbound 95 at prince william parkway around 6:30 this morning. the interstate is back open after virginia state police closed the northbound portion for about an hour while crews cleaned up the mess. no word on what caused this crash. that was one of several problems on the roads this morning. jerry edwards has an update on

conditions right now. good morning. >> good morning, everyone. the midday actually looking pretty good at this hour. despite all the closures downtown. everybody seems to be dealing with them. along i-95 just in the distance, you can see construction headed on down to loudoun in the right lane. the volume very, very light indeed. so there's really no significant backups up to springfield looking okay. let's update you on the american legion bridge, left side of the inner loop, right side the outer loop. down to tysons corner moving along very nicely. barbara, back to you. >> thank you. let's take a look outside. gray skies today. we've got some chillier weather out there. chuck bell, how long is this going to last. >> only about one day, barbara, before the sunshine starts to come back. >> i won't complain then. >> before you have time to get out the list of things to complain about today, don't bother putting weather on the list. we need a little bit of rain. we need a little bit more than we're probably going to get.

rainfall amounts today probably a tenth to maybe a quarter after inch at the most. there's a look at live doppler. for now, the majority of the rain showers are just to the north of downtown washington. up into montgomery and fairfax counties and loudoun county, virginia, basically along and just to the north of the immediate metropolitan area. there are sprinkles now in southern charles county, calvert county and st. mary's county. on the whole, going to be a cloudy and cool day today. started off with temperatures at 52 early this morning in downtown and now, we've made it all the way up to 53. i don't think we're going to move a whole heck of a lot more than that either. temperatures just down to our south are as warm as we were yesterday because that's where the weather front as moved on down to. satellite picture shows cloudy skies in that general train of southeast rain showers coming in the area. cloudy, cooler today than yesterday. afternoon showers are likely. these are just going to be enough to collect all the granules of pollen on the hood

of your car and make big bright yellow spots. >> that sounds terrific. we'll talk to you again. maybe you'll have a better outlook on our car condition a little bit later on. >> i'm optimistic you'll like half of the seven-day. >> thank you, chuck. there is good news out of florida this morning. an 11-year-old autistic girl was found alive a short time ago, she had been missing since friday. nadia bloom was last seen when they went for a ride on her bike in winter springs, florida. police have not released any details about this morning's discovery as of yet. university maryland students originally charged with felonies for assaulting prince george's county officers now have video showing they were the victims. it all started after some students took to the streets in college park to celebrate after maryland beat duke last month. tracee wilkins is live in our newsroom and has more on this. trac tracey. >> police accuse the two students of assaulting officers who were on horseback.

ob friday those felony charges were dropped and yesterday, new video surfaced showing some disturbing details. >> jack will come into view here. he's actually dancing on the sidewalk. we will know from another video he's singing a fight song. actually stop. he doesn't say a word to the officers. they don't give him nel orders and you can see what they do. >> attorney christopher griffiths says these images show what happened to his client, 22-year-old university of maryland student john mckenna. griffiths says these injuries included a head wound that required staples. he says these photos are of another client, 20-year-old ben gonat who claims to have received similar treatment by police the night of march 3rd when students spilled into the streets of downtown college park after maryland's men's basketball team beat duke. both students were charged with assaulting mounted police officers.

charging documents claimed the men instruct officers and their horses. and that both men were kicked by the horses. those charges have now been dropped. griffiths says the charges against the students were a cover-up for what police had done. >> the charging documents are a complete fabrication, they're fabricated for a specific purpose. they're fabricated to cover up the police misconduct. >> prince george's county police sfeef roberto hylton did initially defend the officers involved. he has changed his stance since the video. >> i'm outraged. i'm disappointed. >> we have identified one of the officers who played a role in this incident and he's going to be immediately suspended. we're in the process of identifying the other officers and we will conduct an internal investigation. >> in addition to that internal affairs investigation of the three officers, officials say there will also be a federal focus on the county officer who originally filed the charging

documents saying the men were kicked by horses instead of beaten by police. 28 people were arrested or cite that had night in college park. maryland u.s. attorney's office is watching this case closely and will decide after the internal investigation whether they're going to press charges. in the newsroom, i'm tracee wilkins, news4. >> thank you, tracey. officials at james madison university want to prevent a repeat of saturday's chaotic spring fest block party. the event ended with police releasing tear gas on some of the ,000 or so people there. officers in full riot gear were called in after a number of fights and fires broke out. 30 people were arrested. jmu's president called the ordeal an embarrassment and says the school is working with law enforcement to make sure nothing like this ever happens again. our time is 11 minutes after 11:00. coming up, good news for hundreds of thousands of americans out of work. why unemployment benefits may soon be on the way again. plus, the third and final space

senate democrats won an initial victory to extend unemployment benefits. monday's 60 ohio 34 vote allows debate to begin on a bill to

extend jobless benefits. republicans rejected an attempt to expedite the measures. the senate talks continue on a larger bill to extend benefits through the end of the year. if the stalemate continues, each week more than 200,000 unemployed people stand to lose those benefits. republicans say the bill adds to the country's deficit. reports are swirling in washington about who president obama will choose to become the next supreme court justice. the president will nominate someone to replace justice john paul stevens who is retiring this summer. administration officials say the president is considering at least eight individuals on the short list is merrick garland, a judge with the d.c. court of appeals. one thing is certain, whoever the president chooses will likely set the stage for a tense confirmation battle on capitol hill. . >> it deif he picks an activist judge, i don't care whether he's liberal or conservative tin,

more sunshine coming back into our forecast for tomorrow. and it looks like our little stretch of nice weather goes for the most part into the weekend. we could use more of the april showers. a live view from our city camera, there's the capitol dome in the distance. in the foreground, you can see a couple of rain drops on the lens. we'll have to get the wiper going soon. temperature only 53 degrees. now at national airport, a northeastly wind has done us in. cloud cover and cooler temperatures usually follow those northeastly winds in. our april now, get this our april is now 1 degree cooler than average. that's if it were the month of may. we are 11.58 degrees warmer than ample for april and since may is usually so much warmer, we're only a degree cooler than average. had it been the first half of the month of may. crazy stuff out there. no doubt about it. this early april has been exceptionally warm. temperatures around the rest of the area on your tuesday, where

the light rain showers have settled in for longer periods of time, temperatures have held in the mid to high 40s right now. still waiting on steadier rain drops down into southern maryland. as a result, temperatures are just a hint warmer all the way down in st. mary's city temperatures in the upper 50s. live doppler, you can see drizzle drops and spring offals across much of loudoun and month gomry counties, also rain drops being found in southern cal vert county. the steadier rain showers are for the most part still up across the pennsylvania, maryland border. so far rainfall amounts exceptionally light. only.02 rain in martinsburg and .0. in haigers town. a very light dosing of rain showers in the area. a quarter to maybe only a tenth inch of rain for most spots. temperatures have remained fairly cool but that beautiful weather we had yesterday has been just down to our sought where atlanta and raleigh still

near 70. esover the last 12 hours, you can see the general trajectory of showers coming down out of the eastern parts of michigan, northwestern parts of pennsylvania. light rain showers for the remainder of the day today. once these little band of showers go on by, i think that weather front's going to start to lift generally back in our direction and as a result our weather will start. >> tim: problem for tomorrow. here's our model through the remainder of our day today. a patch of rain showers drifting by. overnight those come to an end and high pressure will be in charge. we'll have a little bit of sunshine coming back our way for tomorrow. as that area of high pressure goes back, it will allow the warmer air to start moving back in our direction. today's highs though stuck in the 50s. cloudy, cooler today than yesterday by quite a margin. highs yesterday made it up into the low and mid-70s. today we'll hold in the mid, a

right now, on news4 midday, police identify the cyclist killed after she collided with a national guard vehicle. police say environmental journalist and artist constance holden was on her way home from

work when she was hit downtown washington, d.c. yesterday afternoon. the truck was providing a military escort for president obama's nuclear security summit at the time. the 68-year-old wrote for science magazine. university of maryland students originally charged with felonies for assaulting prince george's county officers now have video showing they were the actual victims. this video is from the night of march 3rd when students celebrated after maryland's men's basketball team beat duke. prince george's county police have suspended one officer and are trying to identify a second one to punish. and we're still waiting for 11-year-old nadia bloom to be brought out of some florida woods where she was found alive this morning. the au tus tick girl has been missing since friday. police say she is covered with bug bites and dehydrated. the forest is very thick. the rescue teams are now trying to make their way out of there. on national television, the u.s. ambassador to russia says he

hopes the controversy surrounding an american woman's decision to send her adoptive son back to moscow won't jeopardize future adoptions. the latest surrounding the tennessee woman and what it could mean for families waiting adoption. >> reporter: this lady's not going to show up again. >> reporter: randall boyce is a small town sheriff facing a big international dilemma. should he charge torry hansen for sending her adopted son back to russia alone. she claims he threatened the family. >> we're not sure right now. >> some lawyers say the mom who's been labeled cruel and abuse i be did not commit a crime because children often fly alone and the mom has someone to take care of the boy when he landed. >> there was no intent to abandon or no intent to put the child in any type of danger. >> that kind 6:talk stokes anger in russia where they say the boy was abused by his adoptive

mother. >> when i asked him about tory, he almost started crying, and he told me that tory's bad. >> but some experts say it is not unusual nor kids who spent years in orphanages like justin did to have serious emotional and behavioral problems. >> if you don't have a consistent caregiver so you don't have someone who is meeting your needs as an infant or a young child, you don't learn that ability to trust. >> in dallas, these people worry their hopes of bringing a 7-year-old russian girl in their home may be crushed by the anger what happened to justin. >> are you excited about getting a sister? yes? >> they expected to finalize things in about a month but russia may stop adoptions. >> we've already had several months to get our minds wrapped around this little girl being a part of our family and really already consider her our daughter. so it would be heartbreaking to not be able to bring her home at this point. >> we just have to trust that

everything's going to be fine. >> and that was ron allen reporting. and we are joined now by linda brownly of the adoption center of washington. we thank you so much for coming today. >> thank you. >> i know this is something that is very interesting to your group because you deal only with international adoptions here in washington. is this a national organization? >> national organization. >> so you've got a lot to share with us. >> accredited in russia too so it particularly means a lot to us. >> this, of course, is very interesting to me because for over two decades i've been involved in adoptions, local adoptions with "wednesday's child" which we started here at channel 4. i'm just wondering because we were all disappointed when adoptions disrupt. what should this parent have done? >> what she should have done is to reach out to the community. whenever we raise a child, we raise a child in a community. and the russian community and the adoption community here in the u.s. would have come to her to help her.

one of the things she could have done is to talk to her social worker from her agency and to have been honest with her about what was going on. reach out to her neighbors, apparently seize a fairly isolated person. >> in our local adoptions we always tell parents, particularly those who are taking children who are older that there are all kinds of services that are provided by the county, the city, the state, the nation. are those services available to people who adopt internationally? >> absolutely. the -- there are iep services that are available which is early intervention. she certainly could have gone to that. she probably had a pediatrician for her child. that would have been a great place to start. >> what do you think the problem was? too embarrassed to admit that there was a problem? >> i think we can look how the woman is trying to resolve the problem at this point which is with isolation. and she seeks isolation rather than reaching out to the community.

where she could have gotten the help she needed. so this probably should have been figured out before she was even given a child that she couldn't handle this type of situation should it arise? >> we don't know what kind of training she had prior to this to going into parenting a child that came at age 7. but there certainly is a need for more post placement services that are available to families who take on an older child. it's more of an issue. >> are you concerned that this might damage the relationship between the u.s. and russia for future adoptions? >> i think together, the russians and the americans feel very much dismayed by what has happened. this is an isolated incident. remember this weekend, the russian ambassador is having his annual 17th annual easter egg celebration at russian compound in which 300 families come to celebrate. >> yes, i've attend that had before and it's always a wonderful celebration. but very, very quickly is, there something different about russia from all the other countries

that americans go to adopt children that they should know if they're thinking about? >> i think they need to know what happens as a result of being institutionalize. i wish there were greater foster parent presence in the russian adoption system. >> linda brown le, i'm sure a lot of people will remember your name those considering foreign adoptions from the adoption center of washington. >> thank you, barbara. >> thanks again for coming. overnight the remaining bodies of miners killed in last week's explosion were recovered. now the bodies of all 29 coal miners have been remove. west virginia's pine office says the bodies were sent to the state medical examiner for autopsies. now investigators will enter the mine to figure out what caused the explosion, the worst mining disaster in 40 years. at a memorial service yesterday, the u.s. secretary of labor promised to get answers about what happened in that mine. >> no miner should ever lose his life in order to provide for his

family. and i will do everything in my power to ensure that we prevent these kinds of tragedies. >> meanwhile in virginia, governor bob mcdonald restored $750,000 for mine safety inspections. that money had been cut from the budget. well, thousands of people are trying to get to higher ground as heavy rainfalls in haiti. survivors of the deadly earthquake have been living in tent cities. now health experts say they are at risk for the seasonal rains. the haitian government and aid agencies starting moving people to safe areas. we have our share of rain in the area right now. check in with chuck bell to find out how much we can get today. good morning again. >> yeah, we have plenty of clouds outside but the rainfall we've been getting so far has been drizzly drops and light showers at the most. here's a look at live doppler. you can see plenty of blue and green on the radar where the rain is. but these are very light rain

showers indeed. and they are gradually moving their way down to the south. windshield wipers will be required today. still a little bit more rain up across parts of southern pennsylvania now. you can see right across franklin county and adams county and even into york county in southern pennsylvania as well as northern frederick county, northerly carroll county and the great state of maryland. those are drifting down to the south. we're going to keep an eye on it here over the next couple of hours. no heavy rain expected, a tenth to a quarter inch is all we can hope to get out of these things. we could use a little bit who are in the way of rain showers but this is not going to be the system to do it. we'll keep watching the rain as it moves in for the remainder of the afternoon. it has held temperatures back only in the low to mid 50s right now. plenty of clouds around for the remainder of the day today. a lot cooler than yesterday. we made 73 yesterday. the 50s today. tomorrow promises to be a brighter and sunnier day. as a result, a warmer day too. >> we'll be back with you.

florida right now where they are just bringing nadia bloom, 11-year-old autistic girl missing since last friday. we are live there and waiting maybe to get a look at her. we understand she is well. dehydrated. there she is. we can see her surrounded by those who were there searching for her since last friday. she's apparently as we said dehydrated, covered with bug bites. we understand a very thick forest where she was found. she is now probably going to be taken to a hospital for observation. we hope that she is as well as we have heard she is. again we are live in florida as nadia bloom has finally been rescued since we've been following the story which began last friday. two people recovering after they were stabbed outside a metro station at a bus stop outside the georgia avenue station in northwest washington just after 10:00 last night. metro police say one victim has life-threatening injuries and say one victim was stab in the

the dow started the day back below 11,000. let's check in with courtney reagan live with more on that. and the rest of the day's business headlines. courtney? >> good morning, barbara. yesterday is the day we saw the dow cross 11,000 and stay there through the close the first time in 18 months. optimism over the improving economy. like you said, we slipped back a bit, under 11,000, down by about 11 points at 10,991. not so much to worry about there. some profit take possibly going on. that 11,000 more of a

psychological level. it's important to get some of those retail investors off the sidelines and into the market. not the end of the world. we'll probably slide back and forth for the rest of the week. the u.s. trade def fit rose in february. exports were at a 16-month high but the gain offset by a bigger jump in imports. the national association of independent business says its small business optimism fell this month with weak sales the key negative influence. and if it seems you're working harder than ever, you're not imagining things. a study by metlife finds many companies have increased work loads and put a higher priority on productivity since the recession. despite longer hours and more work, employees say they're satisfied with their benefits. however, financial concerns continue to weigh on their minds. nearly 70% say they have increased feelings of job insecurity. and in another blow to toyota's reputation, "consumer reports" is urging potential car buyers not to buy the lexus gx

460 because of an unusually high risk of roll overaccidents in tests. toyota has sold 5,000 of the suvs in the first three months it's been available and the 460 is not one of those vehicles covered under the gas pedal recall. this is a totally separate issue. "consumer reports" has given the 460 a rare don't buy safety risk rating and until the problem can be rectified. as you can imagine, quite a talker today and toyota is doing its best to fix the problem and quell the fears. >> thank you. have a great day. see you tomorrow. >> see you then. we have long known about the dangers of lead paint, especially its health impact on children. the paint is known to cause neurological and behavioral disorders. now the environmental protection agency will require contractors be trained on how to contain lead paint found in older homes and buildings and likely cost you more.

liz crenshaw has details. >> when we moved into this house, i wasn't really aware of the lead problems. >> amy davies is having her bathroom renovated. her home was built in 1936 so it falls under a new rule issued by the environmental protection agency. starting april 22nd, any home or child care facility built before 1978 will require a you contractor be paep lead safe certified before starting renovations. because older homes can contain lead paint. >> lead-based paint is now the number one cause of childhood lead poisoning in the country. we have evidence that renovations that have not been done correctly have resulted in children having elevated blood lead levels. >> this is the containment area? >> this is the containment area and now we are in the project area. this is the master bathroom. >> the problem, this win trim below many layers, lead paint. >> we scraped away a little bit

of the paint on the trim and used a test swab and we do have an indication that lead paint is present in the trim. >> so that means containment. david merrick of merrick design build incorporated went through the eight-hour training class designed to teach contractors how to contain and dispose of lead dust safely. >> the training that we've gone through has taught us a lot of different techniques and it really is a performance standard. we've got to keep the dust in here and not out there. we're going to do that by sealing ourselves in with this nice little zipper. >> so we'replasty sized. >> yeah. and what we've done is created a work area outside of the bathroom. >> once the demolition is under way, this machine will exhaust air to the outside through a cleansing filter. another difference, workers will have to suit up. the remodeling industry is making sure its members are properly trained. >> ask potential candidates if they are a lead certified renovator.
